{"id":1460,"date":"2006-09-17T19:26:17","date_gmt":"2006-09-17T17:26:17","guid":{"rendered":"http:\/\/www.pageliberale.org\/?p=1460"},"modified":"2006-10-13T19:48:54","modified_gmt":"2006-10-13T17:48:54","slug":"un-conseil-pas-de-conseil-de-diffusion-de-la-culture-economique-codice","status":"publish","type":"post","link":"https:\/\/www.pageliberale.org\/?p=1460","title":{"rendered":"Un conseil : pas de Conseil de diffusion de la culture \u00c3\u00a9conomique (Codice)"},"content":{"rendered":"<p align=\"left\">Je tire de <a href=\"http:\/\/www.minefi.gouv.fr\/presse\/dossiers_de_presse\/ministre\/codice\/connaissance_economie.pdf\">minefi.gouv.fr<\/a> le texte ci-dessous sign\u00c3\u00a9 \u00ab\u00a0Conseil pour la diffusion de la culture \u00c3\u00a9conomique &#8211; Conf\u00c3\u00a9rence de presse \u00e2\u20ac\u201c 4 septembre 2006 \u00e2\u20ac\u201c\u00a0\u00bb, jour de l&rsquo;installation du \u00ab\u00a0<a href=\"http:\/\/www.minefi.gouv.fr\/presse\/dossiers_de_presse\/ministre\/codice\/som_conf060904.php\">fromage<\/a>\u00a0\u00bb :<\/p>\n<p>\u00ab\u00a0Les Fran\u00c3\u00a7ais et l\u00e2\u20ac\u2122\u00c3\u00a9conomie.<br \/>\nPerception, connaissances et attrait.<br \/>\nLes indications sur le niveau de connaissance des Fran\u00c3\u00a7ais en mati\u00c3\u00a8re \u00c3\u00a9conomique en 2006 sont issues de trois enqu\u00c3\u00aates commandit\u00c3\u00a9es par le minist\u00c3\u00a8re de l\u00e2\u20ac\u2122Economie, des Finances et de l\u00e2\u20ac\u2122Industrie:<br \/>\n1. \u00c3\u00a9tude aupr\u00c3\u00a8s des jeunes (18-25 ans) r\u00c3\u00a9alis\u00c3\u00a9e par <a href=\"http:\/\/www.minefi.gouv.fr\/presse\/dossiers_de_presse\/ministre\/codice\/pres_bva.pdf\">BVA sur l\u00e2\u20ac\u2122\u00c3\u00a9conomie (mars 2006)<\/a>,<br \/>\n2. \u00c3\u00a9tude grand public, <a href=\"http:\/\/www.minefi.gouv.fr\/presse\/dossiers_de_presse\/ministre\/codice\/extraits_tns.pdf\">Sofres sur l\u00e2\u20ac\u2122\u00c3\u00a9conomie<\/a> (f\u00c3\u00a9vrier 2006),<br \/>\n3. \u00c3\u00a9tude grand public, Sofres sur la dette et le d\u00c3\u00a9ficit public (mars 2006)<\/p>\n<p>De ces diff\u00c3\u00a9rentes enqu\u00c3\u00aates il ressort :<br \/>\nUne connaissance limit\u00c3\u00a9e aux indicateurs \u00c3\u00a9conomiques li\u00c3\u00a9s \u00c3\u00a0 la vie quotidienne et plus faible encore sur les notions macro-\u00c3\u00a9conomiques.<\/p>\n<p><strong><em>Une connaissance sur\u00c3\u00a9valu\u00c3\u00a9e du taux de ch\u00c3\u00b4mage !<br \/>\n<\/em><\/strong>4 personnes sur 10 donnent une r\u00c3\u00a9ponse juste sur le taux de ch\u00c3\u00b4mage en France aujourd\u00e2\u20ac\u2122hui (43% citent 9 ou 10% de la population active).<br \/>\n33% sur\u00c3\u00a9valuent ce taux et, parmi elles,<br \/>\n22% estiment qu\u00e2\u20ac\u2122il est \u00c3\u00a0 plus de 15% de la population<br \/>\nactive.<br \/>\nLes jeunes sont plus nombreux encore \u00c3\u00a0 le sur\u00c3\u00a9valuer. 40% donnent un montant sup\u00c3\u00a9rieur \u00c3\u00a0 10%.<\/p>\n<p><strong><em>Le taux de croissance est connu d\u00e2\u20ac\u2122un tiers des Fran\u00c3\u00a7ais.<br \/>\n<\/em><\/strong>33% des Fran\u00c3\u00a7ais r\u00c3\u00a9pondent correctement sur le taux de croissance en France actuellement \u00c2\u00ab entre 1% et 2% \u00c2\u00bb.<br \/>\n15% s\u00e2\u20ac\u2122approchent du taux exact en r\u00c3\u00a9pondant \u00c2\u00ab entre 2 et 3 % \u00c2\u00bb (chiffre \u00c3\u00a9galement annonc\u00c3\u00a9 et m\u00c3\u00a9diatis\u00c3\u00a9 en d\u00c3\u00a9but d\u00e2\u20ac\u2122ann\u00c3\u00a9e).<br \/>\n35% sont incapables de r\u00c3\u00a9pondre \u00c3\u00a0 cette question.<br \/>\nLes moins de 25 ans \u00c3\u00a9valuent plus difficilement cet indicateur.<br \/>\n22% connaissent le niveau du taux de croissance.<br \/>\nUn peu moins d\u00e2\u20ac\u2122un tiers des jeunes ne savent r\u00c3\u00a9pondent \u00c3\u00a0 cette question.[\u00e2\u20ac\u00a6]\u00a0\u00bb<\/p>\n<p><strong>J&rsquo;arr\u00c3\u00aate l\u00c3\u00a0 &#8211; \u00c3\u00a9puis\u00c3\u00a9 par la lecture &#8211; la reproduction du texte<\/strong>.<br \/>\nJe ne saurais trop me porter en faux contre des \u00c3\u00a9l\u00c3\u00a9ments de cet extrait qui font miroiter le futur conditionnement que le \u00ab\u00a0char d&rsquo;assaut\u00a0\u00bb du Codice va tenter d&rsquo;infliger.<\/p>\n<p>D&rsquo;une part, parler d'\u00a0\u00bbune connaissance sur\u00c3\u00a9valu\u00c3\u00a9e du taux de ch\u00c3\u00b4mage\u00a0\u00bb est vide de sens.<br \/>\n1) De quel taux de ch\u00c3\u00b4mage est-il question ? A coup s\u00c3\u00bbr, de celui que les autorit\u00c3\u00a9s annoncent et \u00c3\u00a0 quoi ils veulent faire croire, bref du taux officiel. Il conviendrait de sortir de la population active les fonctionnaires qui ne sauraient \u00c3\u00aatre mis au ch\u00c3\u00b4mage ! 4 personnes sur 10 ne donnent donc pas une \u00ab\u00a0r\u00c3\u00a9ponse juste\u00a0\u00bb, mais r\u00c3\u00a9p\u00c3\u00a8te le sophisme \u00ab\u00a0officiel\u00a0\u00bb. Et cela ne saurait \u00c3\u00aatre un signe de la culture \u00c3\u00a9conomique.<\/p>\n<p>2) Une connaissance ne saurait \u00c3\u00aatre sur\u00c3\u00a9valu\u00c3\u00a9e ! Avant de vouloir diffuser quoi que ce soit, il s&rsquo;agirait de ma\u00c3\u00aetriser la d\u00c3\u00a9finition des mots.<br \/>\nTout cela augure bien mal de l&rsquo;avenir.<\/p>\n<p>D&rsquo;autre part, parler d&rsquo;un \u00ab\u00a0taux de croissance en France\u00a0\u00bb est tout autant sans signification pour ne pas souligner l&rsquo;inanit\u00c3\u00a9 de l&rsquo;expression \u00ab\u00a0un niveau du taux de croissance\u00a0\u00bb. A quand le taux du niveau du taux &#8230; du niveau du taux de croissance !<br \/>\nDans ces conditions, que \u00ab\u00a035 % soient incapables de r\u00c3\u00a9pondre \u00c3\u00a0 cette question\u00a0\u00bb est, au contraire, bien encourageant et tant mieux qu'\u00a0\u00bbun peu moins d&rsquo;un tiers des jeunes ne [sachent] pas r\u00c3\u00a9pondre\u00a0\u00bb \u00e2\u20ac\u201c ce n&rsquo;est quand m\u00c3\u00aame pas assez &#8211;<\/p>\n<p align=\"left\">Comme on pouvait le lire sur le site <a href=\"http:\/\/www.lewrockwell.com\/paul\/paul311.html\">http:\/\/www.lewrockwell.com\/paul\/paul311.html<\/a> en mars 2006, sous la plume de Dr. Ron Paul, a Republican member of Congress from Texas,<em> <\/em>le probl\u00c3\u00a8me de la culture \u00c3\u00a9conomique n&rsquo;est pas dans ce que va vouloir faire croire le Codice, mais g\u00c3\u00aet dans le fait incontournable que :<\/p>\n<p>\u00ab\u00a0[\u00e2\u20ac\u00a6] Year after year our [\u00e2\u20ac\u00a6] government spends beyond its revenues, prints new money to pay its debts, and borrows hundreds of billions abroad in the form of Treasury obligations that someday must be paid. With too many [euros] and debt instruments in circulation, and no political will in [Paris] to cut spending, we&rsquo;ve created a monster.<br \/>\nOur perceived prosperity depends on keeping the great debt and credit engine pumping, but the only way to attract new lenders to fuel the engine is higher interest rates. At some point one of two things must happen: either the party in [Paris] ends, or the [strength of the euro] as [a] world&rsquo;s reserve currency ends. It&rsquo;s a sobering thought, but a choice must be made.<\/p>\n<p>How did this happen?<\/p>\n<p>How did we get to such a state?<\/p>\n<p>The answer is found in the nature of politics itself.<br \/>\nThe truth is that many politicians and voters essentially believe in a <strong>free lunch<\/strong>. They believe in a free lunch because they don&rsquo;t understand basic economics, and therefore assume government can spend us into prosperity. This is the <strong>fallacy<\/strong> that pervades [French] politics today.<\/p>\n<p>I believe one of the greatest threats facing this nation is the willful economic ignorance of the <strong>political class<\/strong>. Many of our elected officials at every level have no understanding of economics whatsoever, yet they wield tremendous power over our economy through taxes, regulations, and countless other costs associated with government. They spend your money with little or no thought given to the economic consequences of their actions. It is indeed a tribute to the [French] entrepreneurial spirit that we have enjoyed such prosperity over the decades; clearly it is in spite of government policies rather than because of them.<\/p>\n<p>I certainly have seen firsthand a great deal of economic ignorance in [le gouvernement ou le Parlement] over the years. Few members pay any attention whatsoever to the [Banque centrale europ\u00c3\u00a9enne], despite the tremendous impact [BCE] policy has on their constituents. Even many members of the banking and finance committees have little or no knowledge of monetary policy. Perhaps this is why so many in [le gouvernement ou le Parlement] seem to believe we can all become rich by printing new [euros], or that we can make 2 + 2 = 5 by taking money from some people and giving it to others.<\/p>\n<p>We cannot suspend the laws of economics or the principles of human action any more than we can suspend the laws of physics. Yet this is precisely what [le gouvernement ou le Parlement] attempts to do time and time again, no matter how many times history proves them wrong or economists easily demonstrate the harms caused by a certain policy.<\/p>\n<p>I strongly recommend that every [French] acquire some basic knowledge of economics, monetary policy, and the intersection of politics with the economy.<br \/>\nNo formal classroom is required; a desire to read and learn will suffice.<br \/>\nThere are countless important books to consider, but the following are an excellent starting point:<br \/>\n<em>&#8211; <a href=\"http:\/\/bastiat.org\/fr\/la_loi.html\">La loi<\/a><\/em> de Fr\u00c3\u00a9d\u00c3\u00a9ric Bastiat;<br \/>\n<em>&#8211; <a href=\"http:\/\/www.mises.org\/store\/Economics-in-One-Lesson-P33C1.aspx?AFID=1\">Economics in One Lesson<\/a><\/em> (en fran\u00c3\u00a7ais, <em><a href=\"http:\/\/www.turgot.org\/a398-L_Economie_Politique_en_une_lecon.html\">Economie politique en une seule\u00c2\u00a0le\u00c3\u00a7on<\/a><\/em>) by Henry Hazlitt traduit en fran\u00c3\u00a7ais aux Editions de l&rsquo;Institut Charles Coquelin ;<br \/>\n&#8211; <a href=\"http:\/\/www.mises.org\/store\/What-Has-Government-Done-to-Our-MoneyCase-for-a-100-Percent-Gold-Dollar-P224C1.aspx?AFID=1\"><em>What has Government Done to our Money?<\/em><\/a> by Murray Rothbard;<br \/>\n<em>&#8211; <a href=\"http:\/\/www.mises.org\/store\/Road-to-Serfdom-The-P252C1.aspx?AFID=1\">The Road to Serfdom<\/a><\/em> by Friedrich Hayek traduit en fran\u00c3\u00a7ais aux PUF (coll. quadrige) ; and<br \/>\n&#8211; <a href=\"http:\/\/www.mises.org\/store\/Economics-for-Real-People-An-Introduction-to-the-Austrian-School-2nd-edition-P116C1.aspx?AFID=1\"><em>Economics for Real People<\/em><\/a> by Gene Callahan.<\/p>\n<p>If you simply read and comprehend these relatively short texts, you will know far more than most educated people about economics and government.<br \/>\nYou certainly will develop a far greater understanding of how supposedly benevolent government policies destroy prosperity. If you care about the future of this country, arm yourself with knowledge and fight back against economic ignorance. We disregard economics and history at our own peril.\u00a0\u00bb<\/p>\n<p>Vous aurez remarqu\u00c3\u00a9 que j&rsquo;ai transpos\u00c3\u00a9, directement et sans difficult\u00c3\u00a9, \u00c3\u00a0 ce qui se passe en France le texte de Ron Paul \u00e2\u20ac\u201c en le caviardant \u00c3\u00a0 certains endroits \u00e2\u20ac\u201c.<br \/>\nCela suffit \u00c3\u00a0 faire appara\u00c3\u00aetre qu&rsquo;il existe des lois \u00c3\u00a9conomiques g\u00c3\u00a9n\u00c3\u00a9rales qui s&rsquo;imposent d\u00c3\u00a8s lors qu&rsquo;on vit en soci\u00c3\u00a9t\u00c3\u00a9.<\/p>\n<p>C&rsquo;est la connaissance de ces lois g\u00c3\u00a9n\u00c3\u00a9rales qu&rsquo;il faut avoir. C&rsquo;est cela la culture \u00c3\u00a9conomique. A chacun de lire les livres cit\u00c3\u00a9s pour l&rsquo;avoir.
